
The singer-host backed Senator Bam Aquino’s push for the transparency measure, telling voters to remember its opponents in 2028.
The CADENA Act became a hot topic on the August 13 episode of “Good Times Radio,” as Senator Bam Aquino and the GTWM cast discussed the bill’s stalled progress and its potential role in preventing corruption and misuse of public funds.
“If there’s enough pressure, we can get this passed. That’s what I believe,” Aquino said.
Karylle then urged voters to remember those who may stand in the way of the measure, “Correct. Before May 2028. So, kung sino man yung naghahadlang nito [CADENA Act], huwag ninyong iboto sa Mayo 2028. Okay, nagets niyo?”
Also known as the “Blockchain the Budget Act,” Senate Bill No. 1506 was authored by Aquino and seeks to create a secure digital portal where the public can track national budget allocations, procurement, and expenditures through blockchain technology designed to make records tamper-resistant.
Aquino said the bill already passed the Senate 17-0 in December 2025, but remains unimplemented and unsigned seven months later.
He explained that during the recent LEDAC (Legislative-Executive Development Advisory Council) meeting, Malacañang, Congress, the Senate, and private-sector representatives identified their priority bills.
“Napasa na ’to sa Senado. 17-0. Walang nag ‘no’ dito,” Aquino said. But when the initial LEDAC list was released, wala na si Cadena.”
The senator also pointed out that CADENA had previously ranked third among priority measures but later appeared at No. 41, asking, “Does this mean deprioritized ’to?”
Senator Sherwin Gatchalian clarified that the bills on the first page had agreements to be fast-tracked that month. CADENA, however, remains on the priority list and is still targeted for completion before the end of 2026, although it was not included in that month’s fast-track agreement.
