Government vehicle spotted at a pickleball court at night, raising questions over its use outside official duties.
An ambulance was allegedly used to ferry a group of pickleball players to a court in Davao City at night, raising questions about whether the government vehicle was being used for its intended purpose.
Photos show the ambulance parked at what appears to be a pickleball court, with the word “AMBULANCE” and the Department of Health logo visible on the vehicle. The images were uploaded on Threads on October 4.
The poster said they were outside when they noticed the ambulance slowly trying to park, before “a lot of people” hopped off in sports attire ready to play. A video of the ambulance was originally included in the post but has since been removed.
The poster did not mention where the ambulance was spotted, but the parking lot photo appears to match the exterior of El Paddle Pickleball Court in Davao City, Davao del Sur. Posts from the user also indicate they are based in Davao City.
Commenters said the ambulance may belong to the City Health Office based on its vehicle markings.
Using ambulances and government vehicles outside of official duties is prohibited under various laws and agency memorandums.
The use of ambulances outside emergency patient transportation or other intended purposes is prohibited under DOH Administrative Order 2016-0029 and Memorandum Circular No. 107, series of 1989.
The use of government vehicles outside official functions and duties, particularly outside designated business hours, is also restricted under the Administrative Code of 1987 and Commission on Audit Circular No. 75-6.
It remains unclear who was using the ambulance and whether it had been authorized for the activity. If confirmed, the use of a government ambulance for a recreational outing could raise questions about compliance with rules governing government vehicles and emergency medical services.
