Expanded 4PH now includes row houses, subdivisions, rental units, community mortgages, and homes.
Owning a home may become more attainable for Filipino workers and low-income families under the government’s Expanded Pambansang Pabahay para sa Pilipino (4PH) Program, which offers affordable housing options, subsidized mortgage rates, and an online registration system.
The housing initiative of President Ferdinand Marcos Jr., implemented through the Department of Human Settlements and Urban Development (DHSUD), seeks to address the country’s estimated 6.5-million-unit housing backlog.
Unlike the original program, which emphasized condominium developments, Expanded 4PH now accommodates subdivisions, row houses, rental housing, community mortgage projects, and homes that families can gradually construct or improve.
Lower interest, more housing options
Through Pag-IBIG Fund, qualified socialized housing borrowers may enjoy subsidized interest rates as low as 3% annually during the applicable subsidy period.
Other housing loan offerings include promotional rates of 4.5% for eligible low-cost properties and 5.75% for certain regular housing loans, subject to prevailing terms and qualifications.
Monthly amortizations for some projects may start at approximately ₱4,000 to ₱6,000, depending on the property’s price, loan term, and applicable subsidies.
The government has also opened the program to participating private developers, allowing qualified buyers to choose from eligible housing inventories instead of waiting exclusively for newly constructed government-backed projects.
Who can qualify?
The program primarily targets first-time homebuyers, minimum-wage earners, low-income families, informal settlers, and eligible working-class households.
Applicants for socialized housing generally must be Filipino citizens, meet applicable age and Pag-IBIG membership requirements, and satisfy income and credit qualifications.
Restrictions on existing property ownership and previous government housing assistance may also apply, depending on the particular housing program.
How to apply online
Interested applicants can visit the official Pag-IBIG 4PH registration website.
They can browse available projects, choose their preferred location, complete the online registration form, and save the tracking code generated after submission.
Qualified applicants will subsequently be contacted regarding documentary requirements and loan processing.
Applicants may also inquire through their local government housing offices, DHSUD regional offices, or participating developers.
Not free housing
Despite the subsidies, Expanded 4PH is not a free housing program. Successful applicants remain responsible for their mortgage payments and other applicable charges.
The expanded initiative also faces a crucial affordability test: whether families earning modest incomes can consistently afford their monthly amortizations while paying for food, transportation, utilities, and other necessities.
For millions of Filipinos who have spent years renting or living in informal settlements, the program offers another possible pathway toward homeownership. Its long-term impact, however, will depend on the affordability, location, availability, and successful delivery of the housing units.
