
APECO and PPP Center partner to transform Casiguran into a strategic trans-Pacific trade and defense corridor.
Aurora Province is moving closer to major infrastructure projects, including the Casiguran International New Port and the planned international airport, after the Aurora Pacific Economic Zone and Freeport Authority (APECO) partnered with the Public-Private Partnership (PPP) Center of the Philippines.
That development follows the signing of a memorandum of agreement on May 21.
Officials said the partnership is designed to attract private investment and support long term economic activity across Aurora Province and surrounding growth areas, with improved connectivity expected to benefit businesses and local communities, particularly in Casiguran.
Under the agreement, the PPP Center will provide technical assistance in project preparation, structuring, evaluation, procurement, and implementation under Republic Act No. 11966, along with support from the Project Development and Monitoring Facility.
APECO is expected to assign a dedicated PPP unit, coordinate with technical teams, and help advance its infrastructure pipeline covering transport, tourism, and industry projects.
