A ₱500 penalty reportedly imposed on a student for eating bread inside Kadiwa Park, a public recreational area in Dasmariñas, Cavite, has divided netizens, with some questioning whether such a steep penalty was warranted for a piece of bread and others defending the park’s rules.
In a Facebook post, the student’s parent said the child was hungry and ate a piece of bread inside the park, claiming it was the student’s first time visiting and that no guard stopped or warned the child before the penalty was imposed.
The parent also argued that the child did not litter and said the ₱500 payment amounted to the student’s allowance for the week.
Some commenters agreed, saying the student should have been warned first, particularly because the incident allegedly involved only a piece of bread and a minor.
At ₱500, the penalty struck some commenters as a steep price for a student eating a piece of bread inside the park.
Others, however, said the park has a rule against bringing or eating food inside certain areas, with one commenter recounting that a guard had previously warned visitors carrying groceries that food was not allowed inside because of concerns over cleanliness.
Another commenter said people should follow the rules regardless of whether they agree with the penalty, while another claimed visitors are informed at the entrance and that the park has CCTV coverage.
The incident also raised questions about the receipt shown in the post, with some commenters asking why the payment appeared to have been documented through an acknowledgment receipt rather than an official receipt.
There was also a question of whether a first offense should result in a fine at all, with some commenters saying a warning should come before a penalty.
Kadiwa Park, which is connected to Promenade Des Dasmariñas, is a public recreational area along Congressional Road used for walking, jogging, leisure activities, and community gatherings.
Online local guides and residents describe it as a family-oriented space with attractions including landscaped areas, artificial animal displays, waterfalls, and a playground.
The park is also a popular local gathering spot, with residents describing it as a place for jogging, walking, and spending time with family and friends, particularly in the afternoon and evening.
