NTC clarifies weak-signal crackdown is nationwide, not just NCR

The move comes as the commission tightens quality standards in providing internet service.

The National Telecommunications Commission (NTC) has clarified that its enforcement against telecommunications companies over weak and nonexistent mobile signals is not limited to Metro Manila, saying network validation and potential penalties extend nationwide.

“This enforcement action is not limited to the National Capital Region (NCR),” the NTC said in a September 28 statement.

The clarification comes amid the commission’s intensified enforcement of mobile broadband quality-of-service standards, including Show Cause Orders carrying daily penalties against network operators found with continuing deficiencies.

According to the NTC, mobile broadband speed validation is regularly conducted nationwide through its regional offices. Every quarter, mobile network operators are notified of barangays where government validation has detected weak or no signal and are directed to improve service in those areas.

The regulator is now finalizing results of its latest revalidation conducted in September 2026.

The NTC said corresponding Show Cause Orders with daily penalties will be issued beginning with cities and municipalities in NCR and other regions nationwide that recorded the highest incidence of weak or no signal.

The clarification is significant because recently released Show Cause Orders against Globe Telecom, Smart Communications and DITO Telecommunity impose administrative fines of ₱100,000 per day for continuing non-compliance. The penalties run from receipt of the orders until NTC revalidation confirms that affected service areas have reached applicable quality-of-service standards.

The telcos were also directed to immediately correct identified deficiencies and submit corrective action plans detailing technical measures, infrastructure improvements and implementation timelines.

The NTC said Memorandum Circular No. 001-01-2026 sets performance standards for covered telecommunications entities, including mobile network operators.

The commission said the nationwide enforcement is intended to promote more reliable, faster and responsive telecommunications services for Filipino consumers under the Public Service Act.
