DBP backs long-delayed flood control works as river overflow continues to hit homes, farms, and livelihoods.

Kabankalan City in Negros Occidental is moving to finally confront decades-long flooding tied to the overflow of the Ilog-Hilabanga River during heavy rains and typhoons, with a ₱2 billion financing package set to fund drainage upgrades, flood control infrastructure, and climate adaptation and disaster resilience works aimed at reducing repeated disruptions to homes, farms, and local livelihoods. 

The financing is backed by the state-owned Development Bank of the Philippines through its Assistance for Economic and Social Development program for LGUs.

The package covers three term loans, a 15-year ₱1.68 billion tranche, a 10-year ₱318.7 million facility, and a 5-year ₱1.3 million allocation, all intended for infrastructure that supports long-term flood mitigation and public works improvements.

Kabankalan, a first-class component city and the largest in Negros Occidental by land area, is home to more than 200,000 residents and remains a key rice producer, supporting the regional food supply.

As of December 2025, DBP has approved ₱173.80 billion in loans for 456 projects under ASENSO and continues to expand financing support for local governments pursuing critical development projects nationwide.

The push is expected to ease recurring flood losses that have affected rice production and daily mobility in the city.
