Impersonated official replaced ex-engineer involved in flood control scandal.

A scammer is posing as a Department of Public Works and Highways official to solicit money from the public, the agency warned.

In an advisory issued on September 16, the DPWH warned the public against a Viber profile impersonating Bulacan 1st OIC-District Engineer Kenneth Edward T. Fernando.

A mobile number connected to the profile has been used to solicit money from the public, directing them to a BDO account under the name Edwin Bryan Vizcara.

The DPWH reminded the public that the agency and its officials do not solicit money in exchange for favors or services.

“Iwasang makipagtransaksiyon sa sinumang nagpapanggap na opisyal o kawani ng DPWH nang walang kaukulang beripikasyon,” the agency said.

Fernando was appointed OIC district engineer in December 2025, replacing former district engineer Henry Alcantara. Fernando has assisted the Sandiganbayan in verifying flood control projects as part of its investigation into the flood control scandal.

Alcantara was formally dismissed from the DPWH on September 4 this year, and is facing administrative cases for grave misconduct and gross neglect over his alleged involvement.
