Check which option can give you the better deal.

That 30% restaurant promo looks even better when you have a Senior Citizen or PWD card. Thirty percent off, plus another 20% discount, plus VAT exemption? Unfortunately, Philippine discount rules do not work that way.

Senior citizens and persons with disabilities generally cannot “double-dip” by combining their statutory discount with an establishment’s promotional discount. When both are available, the cardholder gets to choose the discount that is more favorable.

You get the better discount, not both

The basic rule is simple: compare the promo with the discount provided by law, then take whichever gives you the bigger benefit.

If a restaurant is offering 30% off a meal, for example, you may choose the 30% promo instead of claiming the regular Senior Citizen or PWD benefit.

But if the restaurant is offering only 10% off, an eligible customer can instead claim the statutory benefit: the 20% discount and VAT exemption on qualified purchases.

In other words, an establishment cannot use a smaller promo as an excuse to deny a customer the more favorable benefit provided by law.

The 20% discount isn’t the whole story

This is also why simply comparing “20% versus 30%” can sometimes be misleading.

For qualified transactions, the statutory Senior Citizen or PWD benefit includes not only the 20% discount but also exemption from VAT. The computation therefore differs from an ordinary store discount applied to a VAT-inclusive price.

The rules also depend on what is being purchased. Certain basic necessities and prime commodities, for instance, are covered by a separate special discount subject to their own conditions and limits.

Your discount is for your consumption

Having one Senior Citizen or PWD at the table also does not automatically mean 20% off the entire barkada’s restaurant bill.

The statutory benefit generally applies only to the goods, food, services or portions attributable to the qualified cardholder.

So if five people eat together and only one is a Senior Citizen, the discount is not simply slapped onto everything ordered by all five diners. Establishments are expected to determine the portion attributable to the senior citizen under the applicable rules.

What if you’re both a senior and a PWD?

Being qualified as both does not mean getting two successive 20% discounts.

A person entitled to more than one statutory discount cannot ordinarily stack them on a single purchase. The applicable benefit is claimed once.

The same principle explains why a Senior Citizen or PWD discount cannot simply be piled on top of every sale, voucher or promotional offer.

So before you argue with the cashier…

Check which option actually gives you the better deal.

A big store promotion may beat the statutory discount. A tiny promo may not. And for qualified purchases covered by the 20% discount and VAT exemption, remember that the VAT exemption is part of the benefit—not an insignificant extra.

The important thing is that Senior Citizens and PWDs should not be forced to accept a less favorable promotional discount when they are legally entitled to a better statutory benefit.

You may not be allowed to stack the discounts, but you should still get the better deal.
